Aggregation and notification layer sitting on top of three upstream hazard-prediction services (Rainfall Nowcasting API, Seismic Hazard & Early Warning API, and Flood Risk & Prediction API). Exposes a unified hazard feed per region and manages multi-channel alert subscriptions so a client doesn't need to poll each hazard API individually.
